Focus on Peppol

This time we have chosen to focus on what is happening in Peppol, and thus will this news have most relevance for those who send or receive Peppol documents.

When you are using mySupply as Service Provider, we will make sure to update your registrations in Peppol so that your company can comply with the requirements. We will contact those of our customers who have solutions that may be affected by the changes from Peppol so that we together can find a solution.

Document standards

Peppol BIS 3.0 documents

Since April 18, 2019, it has been mandatory to be registered with a BIS 3.0 profile if you are using Peppol infrastructure.

The next Peppol BIS Billing 3.0 Schematron version 3.0.5 (invoice and credit note) and Peppol BIS 3.0 Schematron version 3.0.3 have been released November 1st, 2019, and will be mandatory from November 15th, 2019.

Special changes regarding invoice and credit note

It should be noted that, among other things, some changes have been made to some of the national Danish rules that have been incorporated into the Peppol BIS Billing Schematron. Thus, the rules in relation to payment have changed so that they only apply when a Danish company sends to a Danish recipient, and not when a Danish company sends to a foreign customer.

It should also be noted that the recommendation for using code to identify UNSPSC has changed from “MP” to “TST”.

Other Peppol documents

For the other documents, including order and catalogue applies the change regarding identification of UNSPSC as classification also.

Peppol BIS 2.0 documents

It is important to note that from the new year 2020 it is no longer allowed to send BIS 2.0 invoice and credit note since the profiles Peppol BIS Billing 5a and Peppol BIS Invoice 4a will be discontinued on December 31, 2019.

Other Peppol BIS 2 documents will be discontinued on May 15, 2020.

mySupply will make the necessary deregistrations, respectively on December 31, 2019 and May 15, 2020.

Those who create Peppol documents themselves should pay particular attention to having these changed to Peppol BIS 3.0 before expiry.

Important dates

15. November 2019: BIS 3.0 Schematron mandatory.
31. December 2019: BIS 2.0 invoice/credit note will be discontinued.
18. April 2020: All public authorities across Europe must be on the Peppol network.
15. Maj 2020: BIS 2.0 other documents will be discontinued.

General conditions about Peppol

OpenPeppol has gradually become an international standard, because it is now being used outside the EU. On the last face-to-face meeting in Brussels, the Secretary General André Hoddevik launched a new strategy for OpenPeppol with a new name and logo etc.

”OpenPeppol” and ”PEPPOL” are changed to ”Peppol” and are no longer an expression of Pan European Public Procurement OnLine, but are now an acronym for the standard.

Peppol is thus no longer just a pan-European collaboration, but an international collaboration about the exchange of business documents. Both Singapore and Australia are already active in Peppol and several other countries are on the way. This also means changes in the way the standard is designed.

A working group has been setup, which will continue to work with an international invoice format.

The work is based on a model that is trying to identify;

1. Shared elements in an invoice that everyone has a common understanding of
2. Aligned elements that have a common understanding, but are used differently e.g. VAT
3. Destinct elements, defined by individual countries.

The work is expected to be completed by the end of September 2020.
